Shared Infrastructure for more access to Smart Manufacturing?

The Smart Manufacturing Leadership Council on its website (https://smartmanufacturingcoalition.org/why-shared-infrastructure) explains the need for sharing infrastructure, especially among small to mid-size companies, for expanding the presence of Smart Manufacturing. The article states that the biggest deterrent to smart manufacturing for many small to mid-size companies is the huge cost associated with implementing the Infrastructure required for SM. Moreover, a virtual platform shared between different companies effectively scales the time, investment and cyber platform requirements for effective implementation of smart manufacturing. But will various companies be willing to join hands together to share resources? What level of data security or independence will be accorded to each of the joining corporations? Finally, what would be the qualification criterion for companies to be a part of the shared infrastructure platform?
